Application for BN(O) passports for children under 16 years of age
if the child is under 11 years of age, the parent or legal guardian should apply for a Hong Kong permanent identity card for the child at the same time
Documents to be produced
a passport application form duly completed and signed;
2 identical recent photographs of the child (not larger than 55 mm x 45 mm and not smaller than 50 mm x 40 mm); a Hong Kong permanent identity card application form duly completed and signed if the child is under 11;
1 more recent photograph of the child if he/she is under 11; and
original and photostat copies of supporting documents

我唔明個質疑點係邊
依家我地係從身份證首發日期推斷佢有BNO
而佢係已經有身份證,而張身份證係要連同BNO一齊申請。Juvenile under the age of 11 is required to apply for a permanent identity card only at the same time as he applies for a British National (Overseas) passport or Hong Kong Certificate of Identity for the first time.噉只要知係有身份證,噉佢必然要有BNO或CI。依個一早提醒咗,係有可能只係CI,如果唔肯定就畀錢續,等佢地查record。
依家睇返eclass巴打嘅解釋(已加入bnohk.org補充),個原因係因為法律上同處長要求都係,如果十一歲以下嘅人要申請BNO或者兒童身份證,都係要兩樣一齊申請
所以如果嗰個人係97前未夠11歲,又已經有身份證,其實都幾順理成章係兩樣一齊申請(但有冇漏洞我就唔知啦)
