It depends on what kind of work.
I worked for three accounting firm then went to Govt. My salary doubled from my first job to my third job and it went up another 30% when I joined the Govt.
Some if my classmate made a lot more than me in private sector.

You can jump to another position but your pay scale is based on number of years worked. However, most will reach the top scale after 5 years.
If you get promoted, your pay will be the closest scale on the new job.
Auditor 2
Scale 1 65,000
2 70,000
3 75,000
4 80,000
5 85,000
If you are Auditor 1 at level 3 $68,000 and you are promoted to Auditor 2. your salary will be $70,000.
