Dostoyevsky probably has in mind here is Nikolai Chernyshevsky, a Hegelian, utopian socialist, and nihilist who was extremely influential on the Russian left. His ideas have some major parallels with Nietzche (anti-Christianity, ubermensch idea) and some huge differences (socialism, rational egoism).
Nietzsche discovered Dostoyevsky in 1887 and read him intensively that year and in 1888.
