俄羅斯疫情惡化 首都下周二至六訂為假期遏止病毒傳播

俄羅斯的新型肺炎疫情惡化，周六公布再多13510宗確診個案，創2月初以來新高，其中首都莫斯科錄得今年以來最多的6701宗。根據統計，全國單日新增病例比一星期前上升近五成，莫斯科的新增個案更上升超過一倍。

莫斯科市長索比亞寧宣布，將下星期二至六訂為假期，以遏止病毒傳播，期間僱員繼續受薪。所有酒吧、餐廳及場地只可營業到晚上11時。涉及基建、軍事及其他有重要戰略意義的機構不受影響。

索比亞寧呼籲長者留在家中，促請市民盡早接種疫苗。莫斯科政府將加強執法，規定民眾必須在公共交通工具、商店及其他公眾地方佩戴口罩及手套，違例者可被罰款5000盧布，折合70美元。

安心出行漏洞 針卡任盜用

為配合「疫苗氣泡」，港府日前更新用以防疫的「安心出行」應用程式，新增將疫苗電子針卡儲存到「安心出行」功能，方便市民進入指定場所時出示。然而，新功能隨即被質疑存在漏洞，本報日前偕同議員實測，發現一張針卡竟可無限上載至任何人的「安心出行」中，變相存在造假空間。專家直指相關漏洞為該應用程式「先天不足」，若針卡被誤傳上網，隨時遭盜用；議員直指相關部門防疫科技落後，促請港府更新系統，上傳針卡資料時需輸入個人資料作同步認證，以堵塞漏洞。

「安心出行」至今推出逾半年，下載量約450萬次，港府於本月1日更新「安心出行」，加入新功能讓用戶透過掃描紙本或電子針卡上的二維碼，便可將疫苗接種或電子檢測紀錄儲存在程式內，方便逾170萬名已接種疫苗人士在需要時展示。記者日前與議員柯創盛一同利用新功能實測，發現將柯的針卡二維碼讓別人的「安心出行」掃描後竟同樣能成功上傳，過程中並無身份辨識功能，即使「安心出行」用戶與針卡持有者非同一人，系統亦無法辨認。

造假空間恐成防疫缺口

此外，即使並非直接掃描針卡上的二維碼，而是把二維碼拍下後上傳到電腦，再掃描電腦屏幕上的二維碼亦能成功讀取，加上同一張針卡可於多個「安心出行」帳戶登記，若針卡二維碼上傳至網絡，隨時被人盜取，令一張針卡被無限次使用。

柯創盛認為疫情雖有緩和迹象，港府未來將逐步放寬防疫措施，屆時針卡紀錄將成為市民進出各類場所的憑證，若當中存有造假空間，則有機會演變成防疫缺口。他解釋，當有人展示他人針卡資料進入指定場所，職員亦會因無權查閱對方身份證而難辨真偽，加上若在繁忙時間入場，職員往往無暇細查針卡資料，匆匆一瞥便會放行，防疫措施頓時淪為空談。他促請港府必須盡快更新「安心出行」程式，讓市民在登記針卡資料時輸入個人資料作同步認證，同時禁止一份針卡上傳多於一個「安心出行」帳戶。

香港資訊科技商會榮譽會長方保僑則表示，相關漏洞與「安心出行」定位有密切關係，由於不少港人對該應用程式收集個人資料存在憂慮，因此程式所收集的出行紀錄只存放於用戶的手機，不會備存在任何政府系統內，除非用戶因確診而需要將資料傳予衞生防護中心，否則政府無法核實資料是否準確，因此亦不存在資料可核對。方認為要解決針卡漏洞並不容易，亦擔心針卡二維碼被誤傳上網隨時會被多人盜用，呼籲市民小心保管針卡，避免資料洩漏被人盜用。

A Mongolian official has insisted that Chinese-made vaccines are effective as it – and other countries using vaccines made by the People’s Republic – see rising cases despite high vaccination rates.

英國首相約翰遜正式宣布，英格蘭地區防疫限制措施的最後階段放寬，將從原定的下星期一，押後4星期至最早下月19日才實施。體育活動、酒吧及戲院的人數限制，維持生效，夜總會須繼續暫停營業。

繼前2日端午連假期間，本土確診均降至「1字頭」後，今（15）日中央流行疫情指揮中心公布新增132例本土、3例境外新冠肺炎確診個案，新增8人死亡。指揮官陳時中今表示，確診病例和死亡數減少是好現象，也讓醫療量能減輕。

指揮中心表示，今日新增之132例本土病例，為62例男性、70例女性，年齡介於未滿5歲至80多歲，發病日介於今(2021)年6月1日至6月14日。個案分佈以新北市65例最多，其次為臺北市26例，苗栗縣18例，桃園市12例，基隆市3例，臺南市、臺中市及花蓮縣各2例，嘉義縣及彰化縣各1例。其中雙北地區以外縣市41例中，33例為已知感染源、6例關聯不明、2例調查中；相關疫情調查持續進行中。

指揮中心說明，今日新增8例死亡個案，共計為男性3位、女性5位，年齡介於50多歲至90多歲，發病日介於5月15日至6月2日，確診日介於5月17日至6月8日，死亡日介於6月6日至6月12日。

指揮中心指出，近期確診個案解隔離情形，5月11日至6月13日累計公布11,722位確診個案中，已有6,188人解除隔離，解隔離人數達確診人數52.8%。

指揮中心表示，今日新增3例境外移入個案中，案13305為20多歲印尼籍男性，5月8日來臺工作，持有搭機前3日內檢驗陰性報告，居家檢疫期滿及自主健康管理期滿時採檢均為陰性，6月13日因工作需求再次安排採檢，於今日確診(Ct值33)，個案在臺期間並無症狀，且期間未與他人接觸，故無匡列接觸者。案13332、案13333分別為本國籍50多歲女性及未滿10歲男性，6月6日一同自秘魯返臺，持有搭機前3日內檢驗陰性報告，入境後至自宅居家檢疫，2人於6月11日出現發燒等症狀，6月14日通報衛生單位後安排採檢送驗，於今日確診。

指揮中心統計，截至目前國內累計903,676例新型冠狀病毒肺炎相關通報(含881,495例排除)，其中13,241例確診，分別為1,158例境外移入，12,030例本土病例，36例敦睦艦隊、2例航空器感染、1例不明及14例調查中，另累計92例移除為空號。確診個案中460例死亡。

9 of 14 new COVID cases in Singapore linked to Bukit Merah View Market cluster

SINGAPORE — The Ministry of Health (MOH) on Tuesday (15 June) confirmed 14 new COVID-19 cases in Singapore, taking the country's total case count to 62,315.

All of them are local cases in the community, of whom nine of 10 linked cases belong to the 115 Bukit Merah View Market & Food Centre cluster. The cluster now has 25 cases.

Tuesday marks the 51st consecutive day with local cases reported as well as the first time since 29 June last year to have no imported cases reported.

"Amongst the new cases today, four are asymptomatic, and were detected from our proactive screening and surveillance, while 10 were symptomatic," said the MOH.

The four unlinked cases in the community are:

a 41-year-old Filipino woman who is a foreign domestic worker (received first dose of vaccine)

a 36-year-old Singaporean woman who is a homemaker

a 30-year-old Singaporean woman who works as a sales representative at Imperva Singapore

a 35-year-old Singaporean man who is currently unemployed

Separately, one case has been linked to the 36-year-old woman, who is his family member and household contact. He is a 35-year-old Singaporean man who works as a senior executive at NETS.

The ministry noted that the number of new cases in the community has decreased from 93 in the week before to 60 in the past week. The number of unlinked cases in the community has increased from 10 in the week before to 18 in the past week.

The MOH also announced the closure of two clusters – "Case 63290" and White Sands – as there have been no cases linked to them for the past two incubation periods, or 28 days. Singapore currently has 44 active COVID-19 clusters.

USA has a new holiday on June 19 so that we cannot know the COVID--19 pandemic trend in USA two days later. Even the 7-day moving average cannot tell us whether it is improving or worsening.

I do not agree that the 3-day moving average used in some websites is the best because of the Sunday/Monday effect. A 7-day moving average is the best graph in this case. Unfortunately, no websites have used the 7-day moving average yet.

A few hours later, I asked the same member:
I told you earlier that one should use 7-day moving average earlier today. Now, www.worldometers.info has changed from using 3-day moving average to 7-day moving average. Are you working for Worldometers?

He replied: No, I am not but I think it just took some time for them to figure out 7-day moving average is better.

Since June 19 is an extra-holiday so the 7-day moving average might not work well. However, it might work because June 19 is Saturday so that a lot of laboratories will not open even without this new holiday.

Because of the Sunday/Monday effect, the daily new casesx on June 13 and June 14 are much lower than the other days. Because of this weekly fluctuation of data, we cannot say whether it is improving or worsening based on the daily data.

The best mathematical method I can work out is to use the 7-day moving average to determine the trends. Mathematically, the 3-day moving average is usually the best, but (as I pointed out last year) the 3-day moving average cannot solve the problem of Sunday/Monday effect.

Sadly, the 7-day moving average cannot solve the problem if there are extra holiday in a week.

CureVac releases disappointing vaccine trial results, citing variants

A vaccine developed by German company CureVac is just 47% efficacious against COVID-19, according to clinical trial data released Wednesday.

In a study of about 40,000 people in Latin America and Europe, there were 134 cases, according to the release. Of 124 cases sequenced, just one was attributable to the original COVID-19 strain, and more than half were caused by "variants of concern," according to CureVac.

"While we were hoping for a stronger interim outcome, we recognize that demonstrating high efficacy in this unprecedented broad diversity of variants is challenging," Dr. Franz-Werner Haas, CEO of CureVac, said in a statement. "In addition, the variant-rich environment underlines the importance of developing next-generation vaccines as new virus variants continue to emerge."
