呢題係想帶出concept ( use of quota) 配額ge使用量。

咩係配額使用量use of quota? 即係我比左d quota你( e.g有 300)
但你你剩係用200 , 咁呢，呢個就係你ge配額使用量啦。

咁呢題呢就係咪原本有quota, 但因為外來因素，demand就跌左

唔係配額ge量下跌
係配額ge " 做用量下跌"
former係政府角度出發：我原本剩係比300 quota你，家陣睇你唔順超，減你quota, 即係減你供應量ge maximum

later係從供應者角度出發 : 嘩，政府雖然set左300 quota比我，原本我就用晒ge...但後來市場ge需求量呢，仲底過300
咁我都用唔著咁多，但政府條傻仔又唔cut下quota(maximum) . 家下有300 比我都用唔晒啦

後者係唔郁maximum, 但自己減少使用

好似易得濟

想帶出ge concept係，labour先係factor of production上面worker唔係。labour係指 human efforts that are involved in the production processes, be they mental/physical.
( 人類於生產過程中付出ge腦力/體力)
即係話 ,上面表指ge "worker" 唔係factor of production
