Dear Sir/Madam,

I am a citizen of Hong Kong and am writing to report a potential war crime committed by the Hong Kong police for their unlawful use of force during the mass protest on 12 June 2019.

Amnesty International has collected footages and verified 20 of them concerning 14 incidents of excessive use of force by the Hong Kong Police on the ground during the mass protest on that. This non-exhaustive collection of videos draws upon extensive media coverage and social media posts by local and international press organizations, civil society groups and people in Hong Kong. Based on their careful examination of these incidents, they have found that the use of force by police in the largely peaceful protest was unnecessary and excessive. They also confirmed that the use of force during the protest violated international human rights law and standards. We would demand full investigation into the case, in particular the responsibility of Stephen Lo Wai-Chung, the Commisioner of Police of the Hong Kong Police, and John Lee Ka-Chiu, the Secretary for Security of the Hong Kong government, for their ultimate responsibility of this unlawful use of force by the Hong Kong police, as well as Rupert Dover and David Joran, both Chief Superintendent of the Hong Kong Police and UK citizens, and were involved in this incident. We think they have committed a war crime.

As part of the Hong Kong citizens involved in the peaceful mass protest, the Hong Kong Police used excessive force on us, including tear gas, rubber bullets, batons and pepper spray. Such use of force is unnecessary and disproportionate to such a peaceful protest, and we were prevented from legitimately exercise our rights to peaceful assembly, and freedom of association and expression. This is an obvious violation of the UN Basic Principles on the Use of Force and Firearms for Law Enforcement Officials.

Despite continuous demand from us and other parliament members to the Hong Kong Police and the Hong Kong government, they have refused to admit to the unlawful use of force nor start an independent and impartial investigation into the case.
